You must analyze the previous job exam question first. Generally, Departmental and Non-departmental sections appear in a job examination (written) for assistant/sub-assistant engineer posts. The departmental subjects are from what you have studied in your academic course and the non-departmental subjects include Bengali, General Mathematics, English, and General Knowledge.
